    c. A Change of Climate: Does the Global Warming Problem Have a Global Solution?
    Prescott 6
Internationally, technologies that reduce transportation emissions can be found in the U.S., Japan, and the European Union. The largest increase in emissions is likely to come from Asia. Whether or not the most effective policy solutions can come out of an international, national, or sub-national forum is uncertain. Equally unclear is whether there is a policy mechanism that could be implemented in the near term to curb the growth of greenhouse gases.
